Roughing end mills remove material fast. The serrated cutting edge breaks swarf into short chips, which drops the cutting load and lets you take a deeper, wider cut than a plain end mill. This 3 flute uncoated version is ground for aluminium, brass, copper and other non-ferrous metals, where a sharp uncoated edge and good chip room matter more than a coating.
Rough the pocket or profile with this, then finish the walls with a 3 flute up cut end mill or the 3 flute DLC for a mirror side wall. For steel use the 4 flute TiSiN rougher.
